The Off Beat Holiday Club was born out of the SAPS Non-White Resort Fund, which was established in 1988, solely for the purpose of generating funds from Non-white members of the police to enable the members to purchase their own resort.
Each member contributed an amount of R3 per month in order to achieve this goal and the Fund was being ably managed by a committee. In 1994 the SAPS Holiday Club was then born and an amount of R7.5 million from the Resort Fund was transferred to the new Club with Lt-Gen SJJ Smit (Basie) being appointed the first Chairman.
Later Lt-Gen Morgan Chetty was appointed the Chairman of the Club and he remained at the helm, until his passing away on 14 November 2016. One of our long-standing Committee members, Lt-Gen Colin Steyn was then appointed as Chairman of the Club in 2017. He held this position until his passing away on 29 January 2024.
Brig Rynier Brandt was appointed as the first General Manager of the Club, and he occupied this position for many years until his appointment as Chief Executive Officer. Brig Brandt retired as CEO of the Club on 30 June 2009 and remained on the Committee until his passing away on 7 September 2016. On 1 July 2009, Maj-Gen Danny Pillay was appointed as the CEO of the Club, a position he occupies presently.
Upon the establishment of the Club in 1994, its primary objective was to provide affordable holiday accommodation for members of the SAPS and their families so as to give them an opportunity to get away from the high stress and constant demand that our members face when on duty. The idea was to take our members ‘off the beat’ and give them a place where they can enjoy stress-free relaxation.
In order to achieve its objective in acquiring time share stock at the various resorts countrywide, the Club sought the assistance of a reputable timeshare company, namely First Group. Their two directors at the time, Mr Tony Ridl and Mr Stuart Lamont were largely instrumental in securing quality stock for Off Beat Holiday Club and although budgetary constraints limited the stock to a handful of resorts, the club kicked off its operations and got going.
Today, Off Beat Holiday Club owns over 2600 weeks in approximately 70 resorts to the value of over R200 million. Off Beat Holiday Club and First Group have entered into a reciprocity agreement whereby Off Beat Holiday Club members may use First Group stock as the need arises. Together with our partnership with First Group, our members have access to more than 3 700 resorts around the world.

Major General Pillay was appointed as Chief Executive Officer of Off Beat Holiday Club on 1 July 2009 after having served on the Committee since 2003. He has served the South African Police Service with distinction for 35 years until his retirement on 30 June 2009.
The CEO fully supports the National Commissioner’s visior for a professional and disciplined Police Service whose members must be hardworking, dedicated and committed and at the same time leading healthy family orientated lives by finding the time for leisure and to holiday together.
General Pillay is a people-centered person who places high emphasis on the welfare and wellbeing of the club’s members. He is ideally placed at Off Beat Holiday Club to ensure that the holiday needs of our hardworking police officers can be given the necessary priority.

Lieutenant General Mashigo joined the SAP in 1977 and was attached to the Detective Service. He served on various posts in the Detective Service until his appointment as Area Commissioner for the Pretoria Area in 2001.
In September 2006, Gen Mashigo was appointed as the Provincial Commissioner: Free State, and in 2010, as Provincial Commissioner: Limpopo. He retired from the service in September 2011.
He thereafter joined Protea Coin Holdings as the Deputy Chief Operating Officer, the position he held until 2014 when he resigned after being offered an opportunity to join the newly formed SSG Security Holdings company as the Deputy CEO.
In 2018 he was appointed to be the Chairman of all the three companies of the group namely,Security,Cleaning and Facilities.
This position he held until he retired in September 2022 to pursue his own company namely Mashigoservices specialising in Security,Cleaning and Facilities.
General Mashigo joined the Committee of Off Beat Holiday Club in 2003.

Major General Hankins joined the South African Police Service in 1991 and was attached to Supply Chain Management. She served in various posts in Division: Supply Chain Management until her appointment as the Deputy Provincial Commissioner: Asset Management: Limpopo in 2015. In August 2020 she returned to Division: Supply Chain Management, as Head: Movable Government Property.
She has 33 years of loyal service in SAPS and has a B-Tech Degree in Policing as well as a Diploma in Logistics and Purchasing Management.
General Hankins joined the committee of Off Beat Holiday Club in 2014.

Brigadier Matloko joined the South African Police Service in 2011 and was attached to the Division: Supply Chain Management. She served in the Component: Facility Management in the Supply Chain Management Division.
Brigadier Matloko started working at the Department of Public Works in 1991. She has 33 years of loyal service in government and has the following qualifications:
National Diploma in Public Management
B-Tech Degree in Public Management
Advanced Diploma in Project Management
Postgraduate Diploma in Program and Project Management
Master’s in Public Management
Brigadier Matloko joined the Committee of Off Beat Holiday Club in 2017.

Advocate Bouwer is a practicing advocate with 37 years’ experience post internship.
He is academically qualified with masters’ and other qualifications (with distinction and academic merit) in law, corporate governance, and risk management, and subsequently being a Fellow of the Institute of Directors of Southern Africa and Commissioner of Oaths.
He published 22 local and internationally researched academic articles in law and corporate governance and is co-author of 2 legal textbooks. Currently, he is the Principle Legal Advisor and Legal Consultant for various companies, as well as being a member (in the capacities of Chairman and Director) on Boards of Directors (in the portfolios of Legal and Financial), Chairperson of Audit Committees, Member of Executive Committees and Company Secretary.
He resigned from SAPS in February 2012 in order to open his own legal practice.
He joined the Off Beat Holiday Club team in 2010 as Chairman of the Audit Committee.

Karen Swart joined the team on 3 January 1995 when it was still known as the South African Police Holiday Club.
As the Club was officially established in December 1994, Karen was one of the first persons to be employed as a staff member. Her loyalty and dedication to the Club is beyond reproach and members find her friendly personality easily acceptable and encouraging.
After many years of service, Karen still plays an integral role in the administration and functioning of Off Beat Holiday Club. Besides the enormous task of being the Club Secretary, she is also the Personal Assistant to the Chief Executive Officer. With her knowledge of the functioning of the Club and her experience in its administration, Karen is an invaluable asset to the lub.

Annatjie Engelbrecht joined the team on 15 September 2004 as the Financial Officer. She is meticulous and precise in the management of the Club’s finances and certainly plays a crucial role in ensuring that Off Beat Holiday Club is always in a sound financial position.
With her long history of service to the Club, Annatjie confidently performs other tasks in the Support environment, including administrative duties and logistics. Annatjie is reliable, honest and dedicated to her task and Off Beat Holiday Club is proud to have such a person on its staff.

Charity Ledwaba joined the team as Receptionist in January 2014. Her duties also include switchboard operator and office administration. Whether our members visit the offices personally or call on the telephone, they are bound to be greeted by an enthusiastic Charity.
With her affable personality and pleasant disposition, Charity is like a breath of fresh air when one enters the Club’s offices or calls via phone.
Charity goes out of her way to assist our members and as their 'first port of call', our members obtain great joy when interacting with her.

Alfred Mazibuko joined the team as a full-time employee on 1 July 2009. He was previously employed on a casual basis to ensure effective cleaning services and hygiene at our offices. Such was his efficiency and dedication, that the Club decided to employ him on a full-time basis and to also perform all maintenance duties at our new offices.
Alfred is a hard-working, loyal and committed member and the calibre of his work is beyond reproach.

In view of the agreement between Off Beat Holiday Club and First Group, all bookings and reservations for the members of the Club are processed by our reservation office which is manned by First Group personnel.
In 2019, First Group appointed one of their managers from the Durban office to take control of our Club’s bookings and reservations branch in Pretoria. Estelle Barnard, with 23 years of service under her belt, took over the reins with her vast knowledge of the Club Reservations System. She has a staff compliment of 8 personnel who are responsible for satisfying the holiday needs of our members.
Estelle makes it her duty to go out of the way to assist our members, and with her sound advice and guidance, members find it a pleasure to interact with her.
